Per la prima volta sono presentate, in questo elegante e ponderoso volume, tutte le tariffe postali per l'interno degli stati preunitari italiani. Un testo discorsivo e sintetico, corredato da chiare tabelle riepilogative, presenta al lettore tutte le tariffe: lettere, stampe, campioni di merci, anche negli scaglioni di peso o nei porti successivi al primo.
Il volume illustra le tariffe, per ogni stato, dall'introduzione dei francobolli alla transizione al Regno d'Italia: quindi con il complesso periodo della formazione dell'Italia, tra il 1859 e il 1861, quando l'introduzione delle tariffe sarde avvenne in modo graduale e diverso nelle varie regioni. Il volume continua sino al 1866 per il Veneto e sino al 1870 per il Pontificio.
Non sono presentate solo le tariffe per l'interno, ma anche quelle per l'estero con la mediazione francese. Alcuni periodi tariffari, durati veramente un breve lasso di tempo e poco conosciuti, permettono d'individuare importanti rarità prima non ben note.
Ma quest'opera ha anche un altro pregio: è riccamente illustrata, con centinaia di fotografie a colori, di alta qualità, dei documenti postali della collezione dell'autore, che mostrano iconograficamente le più importanti tariffe descritte. Le lettere del Lombardo-Veneto, di Sardegna, di Parma, di Modena, delle Romagne, di Toscana, del Pontificio, di Napoli e di Sicilia accompagnano il lettore in un suggestivo viaggio nel mondo della posta di quello straordinario ventennio, dal 1850 al 1870, di due secoli fa.
Completano il volume alcune note, graficamente presentate in modo diverso per un'immediata riconoscibilità, sulla rarità di alcune affrancature, di cui l'autore ha repertoriato, con accurate indagini, il numero di pezzi noti.

Italian Postal Rates from the Italian States to the Taking of Rome 1850-1870
For the first time, all the domestic postal rates of the Italian States before the unification are presented in an elegant and important volume. The summary tables accompany the short text dealing with all the rates for letters, printed matter, samples, also referred to weights and postage other than the first.
The work illustrates, for every State, all the rates from the introduction of postage stamps to the transition to the Kingdom of Italy: during that complex period, between 1859 and 1861, the introduction of Sardinian rates was gradual and distinct in the different regions. The volume continues up to 1866 for Venetia and up to 1870 for the Papal State.
Domestic rates and those abroad with the French mediation have been included. Some short and unknown rate periods enable us to identify important rarities.
However, the present work is really valuable in that it is richly illustrated, with hundreds of high quality colour photographs of the postal documents belonging to the author's collection; they represent the most important rates described. Letters of Lombardy-Venetia, Sardinia, Parma, Modena, Romagne, Tuscany, Papal State, Naples and Sicily lead the readers through an evocative journey in the world of mail during that wonderful period, from 1850 to 1870, two centuries ago.
To complete the volume, some notes, graphically presented to be immediately recognizable, on the rarity of some franking, of which the author has recorded, after accurate research, the number of known exemplars.
